Besides the Public Procurement Authority, an independent organization specialized for public procurement, responsible for effectively contributing to framing the public procurement policy and forming and spreading lawful public procurement behaviour to enhance the public and transparent spending of public funds, while considering the public interest and the interest of contracting authorities and tenderers, the following institutions play a significant role in Hungarian public procurements.

Minister responsible for regional development
The member of the government responsible for public procurement is the minister responsible for regional development. It is responsible for the preparation of legislation, the implementation of the government's public procurement policy, and the control of public procurement. He performs his duties through the designated organizational units of the Prime Minister's Office (Deputy State Secretary responsible for public procurement supervision and Deputy State Secretaries responsible for the implementation of development programs)
Control
Government Control Office
Government control covers control or consulting activities independent of the audited body, primarily examining the use of public funds and the management of national assets. In Hungary, the Government Control Office is responsible for these control tasks. Government Control Office is a central budgetary organ under the control of the Prime Minister, operating as a central office. It carries out its control activities as an ex post control, for which it draws up an annual plan, which is approved by the Government. Inspections are carried out as part of a data request or on-site inspection. After the inspection is completed, the Government Control prepares a report, which also provides a short, concise assessment of the results and shortcomings. Based on this, the head of the controlled body is obliged to prepare an action plan and follow it up.
Hungarian State Treasury
The audit activity of the Hungarian State Treasury covers the audit of local self-governments, ethnic self-governments, associations of local governments, regional development councils and the budget bodies managed by them, where it primarily examines bookkeeping, budget reporting, and the performance of data services. During the verification of the use of European Union funds, it also performs the function of certifying authority, which basically includes the verification and adequacy of financial accounting.

State Audit Office
The external audit tasks are carried out by the State Audit Office (SAO) (in certain cases defined by law, the Hungarian State Treasury can also carry out external audits). The SAO is subordinate to the Parliament, but independent of other organizations. It carries out its activities based on an audit plan. It develops the professional rules and methodology of the audits itself, which it publishes. In each case, the output of the audits is a report, which contains the discovered facts, as well as related findings and proposals. This is delivered to the head of the audited organization. The reports are public. Based on the report, the head of the audited body is obliged to draw up an action plan. The contents of the plan can be checked by the SAO.
Hungarian Competition Authority
As an autonomous state administrative body, the Hungarian Competition Authority mainly performs competition supervision tasks. If the contracting authority notices or suspects unfair market behavior or restriction of competition, it is obliged to report it to the Hungarian Competition Authority. If the minister responsible for public procurement or the use of European Union funds detects a violation of the law during the public procurement law control of contracts, he is entitled to hand over to the Hungarian Competition Authority any data available through the relevant public procurement, with the exception of classified data.
State Aid Examination Office
The State Aid Examination Office is the central coordinating body for the control of state aid from a competition law aspect. The Office performs his duties under the supervision of the Ministry of European Union Affairs.
Control of EU funded procurements

The Public Procurement Supervision Department of the Prime Minister's Office (KFF) and the Managing Authorities are responsible for the implementation of the control of procurements realized from EU funds.
Directorate General for Audit of European Union Funds
The second-level control of procurements from EU funds is carried out by the Directorate General for Audit of European Union Funds, as the audit authority appointed by the member state.
Integrity Authority
The Integrity Authority has been operating since 19 November 2022, and is designed to ensure the prevention, detection and correction of fraud, conflicts of interest and corruption, as well as other violations and irregularities related to the use of EU funds. The Integrity Authority is an autonomous body, subordinate only to the legislation, its tasks can only be prescribed by law.
Internal Audit and Integrity Directorate
According to point 6 of the commitments made by the Government of Hungary during the conditionality procedure ("Strengthening the audit and control mechanisms to ensure the appropriate use of EU support"), the Hungarian Government made a commitment to establish the Internal Audit and Integrity Directorate. The Directorate started its work in October 2022. The Directorate performs its duties within the work organization of the minister responsible for territorial development and the use of EU funds, with the cooperation of organizational units under the state secretary responsible for European Union developments.
