President’s Briefings

In order to support legal practitioners, the Public Procurement Authority issues guidelines, the President of the Public Procurement Authority issues presidential briefings and announcements, and also contributes to the preparation of many other supporting materials that can help in the correct interpretation and application of public procurement legislation. The President of the Public Procurement Authority therefore issues a presidential briefing on public procurement thresholds every year and regularly informs about the experiences of public interest announcements and questions related to self-cleaning.

Authority’s guidelines

The Council operating within the framework of the Public Procurement Authority, acting in accordance with Article 183 (c) of the PPA, in consultation with the minister responsible for public procurement - and, where appropriate, in cooperation with the national chambers of commerce or other professional organizations - prepares guidelines to facilitate the application of public procurement legislation based on the experience that can be drawn from legal remedy decisions and the practice of public procurement audits, and on practical information related to public procurement. Due to legislative requirements and changes, as well as taking into account the practical experience of the Arbitration Board and of the Authority, it becomes necessary every year to adopt new guidelines and to revise some of the previous guidelines.
