The Digital Governmental Agency Ltd.

The Digital Governmental Agency Ltd. (hereinafter: DGA) was founded in 2019. The aim of establishing this company was to realise the IT procurements and investments of the organisations concerned by the DGA’s activity (basically the institutions and companies under the Government’s direction and supervision) in accordance with the Government’s IT strategic and economic objectives. By now the DGA has been cooperating with approximately 1400 organisations concerned.

The DGA is a company 100% owned by the State exercising its activity under the supervision of the minister responsible for the unification of e-public administration and IT development (hereinafter: the minister). The company provides their certain assignments relating to IT development and conducting procurements as a matter of public service.

The assignments and operation of the DGA are regulated by a Government Decree (hereinafter: the DGA Decree):

The assignments of the company set out in the DGA Decree are as follows:

  • supports the tasks of the minister and the National Electronic Communication and IT Council competent at assessing IT developments;
  • acts on behalf of the organisations concerned relating to examining the IT procurement and development plans and procurement needs;
  • coordinates and rationalises the IT procurement needs of the organisations concerned;
  • acts as a central purchasing body;
  • carries out audits;
  • implements the governmental central software licence management cooperating with the designated partners.

The DGA Decree stipulates for the organisations concerned to submit their annual development and procurement plans to the DGA. The DGA aims to guarantee in a comprehensive, thorough and up-to-date way to satisfy the IT procurement needs quickly and effectively leaning on the review and assessment of these plans and encouraging the continuous improvement of the quality of the planning, furthermore, for this purpose to guarantee procurement solutions like centralised framework agreements and dynamic purchasing systems for the organisations concerned. Applying specific procurement methods, concluding central framework agreements and establishing dynamic purchasing systems are the priorities of the DGA. The centralized solutions are qualified using EU funds in a more direct way.

Submitting the IT procurement needs as needs based on the annual plans (exceptionally unplanned) the IT strategic, technical and procurement control of these plans is accomplished, as well as the review of the justification of the procurement needs.

There are three value categories to assess the procurement needs. The assessment is carried out by implementing the review criteria and involving experts (public procurement, technical, strategic review) relating to each category.

Procurement procedures to meet the approved procurement needs may be carried out by DGA or they can be given back to the organisation concerned to carry them out at their own discretion. The organisations also have to provide data on the procedures carried out by themselves.

The DGA’s activity is financed by the procurement fee paid by the organisations concerned. The base of paying the procurement fee is the estimated value, the rate of the fee depends on whether the procurement is carried out by the DGA or by the organisation concerned with the help of the services provided by the DGA.

The implementation of the DGA’s tasks as well as providing services to the organisations concerned are to be realised through a unified central IT system operated by the DGA to ensure the transparency of the processes and where the decision-making processes are also supported by analyses and reports.

The long-term objective of the DGA is to make governmental IT procurements well planned and centrally transparent by conceived and if appropriate aggregated procurements, to enhance the efficiency of public administration and the operation of public companies and other organisations participating in providing public services by saving costs.
